Still awaiting a recording

i have consulted Tracker SA about the recording stating that i have agreed for a 3 years contract with them and they told me they are still looking into the matter and promised to send the recording to me in less than 3 days. up to date I haven't received any correspondence from them except for the statement that my monthly installment has bounced back due ti insufficient funds. How can they continue billing me?
