Complaint about Car Tracking service

My Sister has a tracker in her car. Sometimes it happens that the alarm goes off for no specific reason. They then call me but have an automated system and when you answer your phone, the line on their side is busy and you need to wait for the next consultant that they can speak to you, without you knowing what the reason for the call is. If someone gets hi-jacked, how long will it take to realize on their side something is terribly wrong, because you wait long for that line.
