I bought and paid cash for a car

I bought and paid cash for a car. The guy never told me about penalties, just a 4 year old licence disc. I agreed to pay this and ownership paper. Since then I got no disc or ownership since 13 March. He keeps stalling. I got a car i cant drive because of this. What can I do? Can anyone help, I'm running out of money because we have to Uber everywhere. Is there a kind soul that can help me 🙏
