Unprofessional builder delivers very project late

We contracted with Touchstone Homes to build a house from the 14th of January 2014 with completion date of 30th September 2014. The practical completion was finally given to us on the 26 of March 2015, 6 months late.

The builder started delaying and promised to catch up. During the build he could not give project timelines and quantify the delays. Eventually by October 2014 he stopped attending site meetings sending his Supervisor instead.
At the end he refused to take any responsibility for decisions taken with his Supervisor and for the delays. He did not complete the house to our satisfaction. He inflated costs of variations and could not provide evidence when asked.
He refused to pay penalties, luckily we withheld the amount from final payment. He did not want to pay 3 of the subcontractors saying we must pay them with the penalty money. He even went as far as telling the subcontractors to remove installations to cover the penalty amount.

The service we received from Touchstone was most unsatisfactory and unprofessional. He took the fun and joy of building a home out of the project.
