Store manager too busy to attend customers in her office

I went to the store to buy white Adidas golf shirt but it's dirty. I asked if I could get a discount as I will not buy a wash-and-wear item at full price. A salesman said I will have to talk to the manager about it and I asked him to call her for me but I was told that she was busy with the area manager on the phone and I waited close to an hour but she never came out. I was told that she was still busy and she won't finish any time soon. It's the only store that has that kind of shirt I want but I was never assisted and I understand the salespeople that they can't give discounts without consulting the manager. I have been to the store many times and she is always on the floor making noise and when I, a customer, want to ask just ask a simple question she is busy at the back with the area manager for an hour? What a bad customer service.
