Totallygas Zambesi selling EMPTY 9Kg gas

On Sunday The 1st July 2018 I bought a refill 9Kg gas container with a seal around the valve from Totallygas Zambesi. Tonight the 2nd July 2018 I broke the red seal of and conented the gas to use it. To my DISAPPOINTMENT the 9Kg gas container was empty. How can Totallygas Zambesi sell an EMPTY container to the public for R190? I won't recommend Totallygas Zambesi.
