Seriously bad service

Last week my husband stopped at this service station to get petrol, first the attendant did not listen when my husbaqnd said to put in R250 he only put R50. After that was fixed my husband paid with his standardbank debit card, the attendant told my husband it was declined (only told not giving the slip or showing on screen)so my husband went to the teller to draw the money only to realise his money was gone, so now stranded he asked to speak to the manager or owner. The manager rudely said he is busy my husband can wait, but at the time was doing nothing. My husband phoned me so we could try and sort something out with the payment for the petrol. My sister in law spoke with the manager and asked if she could pay the money into their account seeinf as they would get conformation that it had been paid in bet he told her NO my husband must leave his phone (Samsung S5) and we immediatly knew something fishy was going on because he only wanted the phone nothing else of value. So we had to get my son to drive an hour to get money to my husband so he can come home. When he was on his way after paying with the cash he got an sms saying that R250 had been returned to my husbands account.

So what does that mean my husband had to pay with money and his phone . The next day I cantacted the owner but he was not there so a lady gave me his email adress and asked that I email him but will tell him to call me back asap. It has been 6 days still no contact nothing so what should i do now. I have all the evidance and email that was send to the owner.
