Service not completed

Request to Mr Charles van der Merwe to replace some of my lawn. He has done the bulk of the work (85%) but still needs to finish the last bit. It has been weeks now and still he has not completed it with numerous excuses to explain why he has not done it. Terrible. My only advice: Do NOT pay him until you are absolutely sure he has completed all the work to your satisfaction.
