Top tier shelf not delivering my order

I have ordered two pairs of sneakers that were advertised for Black Friday specials, I paid and after talking to the owner he insisted that I also pay for delivery and sent payment proof which I did. After two weeks I made a follow up what’s up . message since I was promised three day delivery. I have been trying to contact the owner about my order without success, his number is *** Facebook page is @top_tier_shelf. He is still advertising through this number but not responding to my enquiries. Please help, I need my refund. I have the payment proof with me
