Tongaat funeral services: tombstone complaint

We purchased a tombstone for my late sister in 2018, the same year she passed away. To this day we haven't gotten the stone. When we approach the owner he treats us like garbage when he was the one who offered us to purchase the tombstone from him, we were only interested in buying the coffin from him.

We have been postponing my sister's ceremony for the 2nd year now because when we go to him he just says next week in a very ill mannered way or tell us to call him or send him an sms at a certain time, when we do that, he doesn't answer any calls and never responds to any messages.

He's really rude to us we are looking to very much escalate the matter to the highest level possible.
