Horrible shipping and customer service

Order placed July 4. Checked in Sept 1 and they swore it was hung up in Hong Kong but would be on its way soon, and they would follow up. Now it's Nov 2 and they won't issue a refund. They gave me a tracking number that doesn't correspond to any US company that I'm aware of, and they told me that I should try contacting my local post office. Ridiculous!!!
