smooth talker *****s money and dont comply

this guy is a smooth talker. shows you pictures of work done but when he has to do the job after he took your 75% of the projects money. He has a lot of excuses not to come and do the job. three months later I have a very poorly build structure (temporary structure - according to him). And he is not pitching to finish the job. He just keeps on digging up excuses not to come out. He do not supply the product as quoted and discussed. Ge uses cheap bad grade wood and steel. mixes the cement very poorly. it crumbles and crack within 3 months and then he leaves the job hanging. When you phone him OR threat him nothing seems to help. He just ignores you and disappear
