Poor delivery of newspaper

Since my newspaper subscription was renewed in Dec 2014 only 3-4 daily (Times) papers per month were delivered untill the subscription expired end June 2015. The Sunday Times paper arrived regularly though. After numerous telephonic and email complaints things did not improve
