Non delivery

when I took out the sub it was on the understanding that delivery for would be for Gauteng address initially. I was assured that one phone call would change the delivery address to the Cape Town address when required. The first sub took several calls and a listing on this site to initiate the new sub. Now, after 2 lengthy calls still no delivery in Western Cape. The main reason why I want the Sunday times is to receive the daily Times. This is so very irritating. Please assist
