Security, management, passing the buck

Poor management, not taking responsiblities for their actions: when waiters have to hop over to multiple customers to take orders due to lack of staff, i.e cant keep an eye on one customer, thus "someone leaving without paying", who suffers? The waiter/waitress due to lack of security, thus waiters are forced to pay the penalty. After working and sweating their ****s off to make peanuts?!
