Bad customer service and licencing

I bought and paid cash from Thrifty Car sales, Lifestyle Centre, in Boksberg on the 1sr August 2019. I still haven't received the Natis and the vehicle still isn't registered in my name. Against the National Traffic act, 1996, I have already received 3 temporary licences and the 3rd one is about to expire. The law states that each vehicle is only entitled to 1 temporary licence. To add, the vehicle was supposed to go through a road worthy test. I have a copy of that certificate, but the tyres were under spec for a motorhome. They should be commercial tyres. Also 2 shock absorbers were broken. So this vehicle was not taken for a proper inspection, costing me around 12,000 to get it roadworthy.
