WORST CASE OF PATIENT NEGLECT -1

Following my post on my brother - 'worst case of patient neglect' - my brother in law passed away tied to a bed starving and heavily medicated. what will be done at this hospital to improve patient care?????? and who will take accountable for the bad treatment resulting in death??
