Irregular payment

My 83 year dad was admitted overnight, 4 weeks ago. He has no medical aid; paid for treatment with my credit card. A certain amount was put on hold; and instead of just deducting was was due to them; the entire amount on hold was deducted. Four weeks later and after submitting all sorts of documentation for a refund due to me still struggling. I have called daily and excuses range from: refunds only done on Fridays; to its the end of financial year. This is a irregular payment and just want over R9000; paid back.
