Unpaid Claim and not fair

Plan Number : AE210683 My calim was declined and reason told me that the reason for decline was due to Strip and Assemble. I engaged with panelbeaters in this regard as to how possible this can be as my car had a scratch and a minor dent. Please explain how the repair can be done to the vehicle without stripping: Follow had to be stripped: 1.Handle 2.Recess Mounting off 3.Rear Tail Lamp

With these not been stripped as it has little scratches the car will look terrible. It was not replaced nor damaged these stripped parts had little scratched for example the handle etc.
