they do not want to me to cancel the policy

I opened my a policy for my parents but now I want to cancel it and they wont let me do so. Apparently "I'm not allowed to cancel it because I'm not the main member" but I'm the one who signed all the documents and I'm the one paying for the Policy, I mean they did not ask for my mother's presence when I opened the policy now that I want to cancel it they won't cancel it unless she is with me. I mean what is that?

The other this is the time I opened the policy I was told its a fixed amount that will stay as is, I was paying R119pm and now I'm paying R129.99pm, even regards to that they say they won't speak to me because I'm not the "main member" really?
