Retail outlet refusal to deal with refund request

My wife and I mistakenly bought same teas at different times. I returned with receipt and clingwrap seals intact within 24hours but they refused to do refund relying on a policy that's not written on my receipt. Asked me to call an inaccessible head office. Dismissive Attitude.
