One waitress in the whole restaurant

Waiting to be served to take our order the waitress helps another client in the restaurant and takes their order. However we were waiting to be served and we were served last. Doesn't it mean first come first serve? What happened to hi are you ready to order? And a manager in store on the phone with no mask when we arrived. Very disappointed in service.
