Unsafe conditions - Don't care attitude after accident at guesthouse

Friendly service, but unsafe conditions (outside stairs - no lighting at night, no railing, no signage or illumination on steps) Father had accident at 7 o-clock at night, fell down stairs because it was too dark to see anything and no railing. Had to have reconstructive surgery to his mouth. There was no-one to assist that night. Reported to reception Pamela the next morning. To date they have not even bothered to contact us and ask how my father is doing. Have not seen or spoken to the owner. No reply to emails.
