NO Control Over Moms & Tots Parking

Can someone please explain to me how the moms & tots parking as well as the paraplegic parking works at the Pavilion? I have now had to park, not once, not twice but six times in a normal parking bay due to other cars that ARE NOT moms & tots taking up the parking bays. I have NO issue parking in a standard parking bay BUT I am unable to get my 12 week old baby into my car so my husband has to reverse the car whilst I stand with my baby in the parking lot, this of course never allows me to shop alone as I cannot leave my baby sitting in the parking lot whilst I reverse my car. I have literally seen people park in the moms & tots & get out the car with NO baby & NO child. Of all the times I have experienced this no more than 2 out of the 7 cars have a "Baby on board" sticker. I dont even enjoy going to the Pavilion anymore as its SO frustrating to see that there is zero control. This also happens with the paraplegic parking.
