Cancel PayPal to avoid paying out

They cancelled my PayPal reward 2 hours after it was sent so I couldn’t claim it. Obviously hoping that wouldn’t have to pay out clients. When enquiring I got told that they’ll “update me”. I’ve received no update or reward after countless emails to them. This was almost a month ago.
