Disappointed and fearful

I am still in doubt what this is. I have paid the registration and application fees for my 2 siblings on the 28th of January 2022. To my surprise on of them has never received the acceptance letter. We went to the institution yesterday and still NO ACCEPTANCE LETTER. Is it really that I paid so much money for nothing? Can the institution that seem so real rob us the money we work so hard for? I really need clarity!
