Speacial Schools sucks

My son has a disability and he's currently attending a normal crèche,My son has been on the waiting list since 2016,everything I call and ask how far the list is ,they always tell me he's number 3 Last year in September I was advised that he's number 2 on the list, and again call in October guess what? I was advised he's number 3, I was ok with it until today 27-03-2018 when I called again and was advised that he's number 4 on the list. the department of education or even the District doesn't help. My son is turning 8 years and he still at crèche please tell me if its fair.

Funny know one can even explain how that happened? guess they were bribed, I always phone the school every month because am a concerned mother not a fool
