Framing shop insists on handling fee!

I took my painting in for framing on the 13th May 2015 with the approximate completion date of the 25th May 2015. When i phoned this morning to ask if i can come and collect my painting i was told it has not been done yet as both their machines are broken. Colleen claims to have sent me a message last week (a month later) to inform me of this. When I asked how long this will still take, she said she is very behind and could not honestly tell me when to expect my framing as the machine part will only be arriving this week. I then told her i would rather fetch my painting to have it done somewhere else. She said I cannot do that as she has already ordered the stock for the frame and i will be liable to pay for that. This is my property and she has reneged to complete the framing in a reasonable time frame and still cant give me a completion date.
