Why do they send you a pin, but don't ask for it?

What is the point of sending you a pin, if the delivery guy doesn't ask for the pin???

I had to send a parcel, but I accidentally chose an old address due to their website not being updated with the addresses. And it was delivered to the wrong address. But this situation would have been solved easier and quicker if the delivery driver asked for the pin, realized he was at the wrong place and phoned the person who the parcel was meant for.

We had to figure that out on our own, because when I phoned the courier guy help line, they just told me it was delivered and I have to check with the receptionist.
