Undelivered parcel

I had a horrible experience with The Courier guy. My parcel shows it was delivered but it's not. I spoke to two individuals in a particular branch who gave me different stories. I am told about investigation and getting back to me but it's not happening. I always call to get feedback. Why can't they state if my parcel is there or not so that the shop can resolve the issue. Rather I get refund.
