The Courier Guy doesn't deliver to receipient

Received notice of delivery and PIN, and few hours later that parcel was delivered to me. No call to me. So clearly delivered to another person without confirming the DELIVERY PIN or IDENTITY!!!! Tried contacting them and just received message that parcel was delivered. Pathetic!!!!
