Poor response for enquiring about possible services offered.

Upon enquiring whether international courier services are offered I was told that it is very expensive, would not be recommended and certain documents had to be obtained from Home Affairs before a parcel could be couriered abroad. I would think that I would be the judge as to whether I can afford the service and obtaining a document from Home Affairs to send a parcel abroad makes no sense.
