Paid for Air, sent by road to wrong city

Paid for air service, from Cape Town to East london, waybill states Air. But parcel was sent via road freight to Joburg. When I phoned Joburg office would only say that Cape Town made a mistake. So my package that I needed in 2 days, will only get to me after 7 days. Pathetic service, will not use again.
