Lost parcel due to courier guy negligence

Parcel was delivered at a hospital in PTA. The driver out his own number down for the pin even though the special instructions stated “deliver on POD”. Now my parcel is missing and i have no where to start looking for it. The driver was going to go back multiple times apparently to sort it out. Its been 2 months with no answer. Courier guy should pay my losses due to their negligence to action instructions
