Goods can't be delivered while paid in full

My younger brother ordered talkies from Court of swag shop. Everything was paid by which the receipt and confirmation was acknowledged in december 2024 . Till to date no effort was made and no communication whatsoever. After hav8ng paid the amount of R1500, by which 100 rands was for delivery, instead extra R25 00 was paid bringing to the total of R1525.00. Is this how they conduct their services? Do we expect to be ****med by couriers as well? Receipts are are available for references. How many customers are they experiencing similar situation?
