Discriminated against

Cannot believe I am now charged extra because I live in a 'High risk' suburb. I live in quite a peaceful suburb of East london and yet it's been decided we are high risk. Whereas the supurb down the road from me is not considered high risk, so pays less. And yet their crime is worse than ours. I feel so discriminated against. I have used courier guy for so many years and now all of the sudden I have to pay extra for the suburb I live in. South africa is a high risk country, shouldn't everyone pay extra? Who decides which areas are high risk or not?
