Delivery issues

The guy told me he cannot come to deliver at my place I must meet with him in another area which I don't stay at, I tried speaking to the manager and he was rude. I asked him why do I have to pay for a service they claim to offer and yet they are refusing to deliver my parcel. They did not even put a disclaimer on the website stating they will not deliver.
