Delivery drivers deliver with NO PIN

The Courier Guy uses a PIN as a security. When you are notified that a parcel is out for delivery on the day, they send you a nice message with a PIN. When they arrive with the parcel they SHOULD ask for the PIN, which if you have the correct PIN, you receive the parcel, no PIN or incorrect PIN, no parcel. Seems easy yes? But that's not how it works. Just this week I received a delivery from the Courier Guy - I was NOT asked for a PIN, he merely asked if this was my address, I said YES, and I received the parcel - which was NOT for me. The actual recipient's telephone number was on the parcel, so I called him and he confirmed that was his parcel and we made a plan to collect. Now the opposite - I received notification that my parcel was due for delivery on 2 November from the Courier Guy Grabouw Kiosk. It didnt arrive. I contacted Courier Guy and asked what happened to my parcel - and was told that it had been delivered and the PIN had been given!! How, I was led to believe that only I had the PIN. Today I receive a call from a person who says that he has a parcel for me - also delivered by The Courier Guy Grabouw Kiosk. I asked if he had given a PIN - nope, they just dropped it off. This courier is a mess, I would not recommend them.
