Courier Guy gets lost in its own country

Worst service ever. Ordered a parcel 3 weeks ago from the western cape, I live in the eastern cape which is as far as I know just next to each other. 4 days later I received 1 box which is clearly marked 1 of 2. One box is missing. I have sent countless emails and after 2 weeks the other box was found in Johannesburg Gauteng. As of today I am still waiting for feedback and my paecel. The parcel contains perishable products. Who is going to be responsible for my loss as I can garentee the chocolates inside will be melted by this time. Very disappointed in the service. I have been more than patient, been 3 weeks now
