The Campus Lying in the outgoing inspection report

My daughter was renting accommodation belonging to The Campus and in the outgoing inspection the person who did the inspection **** and said the walls were dirty. I expressed my displeasure and the Property manager came for an independent check and he said the walls do not look the same and so they must paint the unit and charge R400 from the deposit. I requested him to show me the marks where the walls were made dirty and he couldn't because there were none. I would like to know if it is their company policy to rob students of their deposit money and I'm very unhappy with this unprofessional and biased approach.
