Thames Construction not doing the honoroble thing

Thames construction was contracted to do an insurance claim for MUA Insurance. The claim was submitted from Thames, but yet when Thames were informed to proceed, I was told that they will not consider the work - Why give a quote if you are not prepared to do the work? I
