Rates and taxes increased by 773%- Crazy

Rates and taxes increased by 773%. This is ridiculous!!!! Have they not ***** enough? There is poor people living in Kromdraai and yet they marched ahead and raised the rates and taxes by 773%. How will that erradicate poverty?
