Unnecessary and unacceptable surcharge for code 10 drivers

My husband was charged a R400 surcharge on our car rental by Tempest because he has a Code 10 license! We rented a C-group vehicle for which you only require a Code B license. It is completely illogical to put a surcharge from data from 2002 on the daily rental if a driver is "over-qualified" to drive the vehicle! We booked through Discovery and there was no such clause in the rental agreement. On acceptance of the vehicle, it was printed amongst other conditions in small print and not pointed out to us. Surely their consultants should point out additional costs for their client as good customer service. This can surely be app**** to certain higher risk customers and not a blanket approach.
