Surcharges for Code 10 drivers license

I was today years old when I received an invoice from Tempest that my license was not good enough because I have code 10. I was charged. R100+ per day for that. I don't remember this information being disclosed. Regardless of experience, apparently we are high risk because we have a code 10, not a code 08, driver's license. Is the surcharge a common thing or what? My rating is based on that. I think next time I will have to look for a service elsewhere.
