Deposit not paid back for over a month

I hired a car on the 11th of November 2022 at tempest car rental in Durban and returned it on the 13th of November 2022 at King Shaka Airport, they inspected the car and we both agreed that everything was exactly the same as when I took it. The following day I received a call that the cubby holder clip missing, they also drove the car to fill petrol. I couldn't believe it as even the picture wasn't clear enough but I filled out the form irregardless of the circumstances and submitted it as early as possible. Up until today I still haven't received my deposit which I was told it will be returned after 21 day's hence there's a claim, I'm really disappointed with Tempest
