Charging credit card without notice

The experience of booking and getting the car was good with no problems at all. However, I was charged R266 from my credit card at 9pm at night without any notice or warning. I then cancelled my credit card thinking my card was exposed or *****ulant. Only the following day did they notify me that it was for a traffic fine without attaching the original fine or any proof of the fine. I don't believe it is correct that they simply charge my credit card without notice.
