Unauthorized Credit Check

Today I was extracting my annual credit report and was curious as to all the inquiries against my name. I then checked and found this company on the list. I checked their website and have not had any contact with any of the companies they are associated with in the last year however a credit check was done against my person.

This was not an authorized credit inquiry, what on earth is a company doing checking the credit status of people they are not in contact with?

The credit check was done on 2018/11/14 with the type noted as "Education Check" - What is that even?
