Takkie town refuses to cancel my laybye

I took out a laybye at takkie town Eastgate end of November 2019 and wanted to cancel it on the 10th of December because I saw that I won't be able to pay the laybye out.I was told that I have to pay all the outstanding balance in full so that they can cancel my laybye.I mean that's ridiculous! Why should I pay the full amount if I'm still going to cancel?They said they will refund me after I cancel,yet their their store doesn't give any refunds.How can I pay the amount that I don't have? It's the reason I wanted to cancel in the first place "I don't have such an amount".. Everything here just don't comply with the Consumer Protection Act..I will never ever buy at takkie town
