No sizes, and no refund for voucher

I bought my husband a voucher from Tekkie Town for his birthday, we have been to multiple branches looking for shoes in his size and haven’t had any luck. We also looked online and same story. One of the branches even told us they have stock issues. We asked for a refund on the voucher and we’re told they aren’t able to do that, meaning we have wasted all that money as he can’t find shoes. Ridiculous to say the least.
