Need Cash refund

I just want to know how can they refuse a refund and offer a foucher, I asked for refund because I don't see a nother item I like no where is stated no refund and it is with in 7 days... According to CPA I can ask for refund. It is my money I bought with and how can Tekkie town deside to give foucher instead cash refund...
